The Weatherization Assistance Program increases the energy efficiency of dwellings occupied by low-income residence, thereby reducing their energy costs, while safeguarding their Health and Safety.

Weatherization technicians use advanced energy audits and diagnostic equipment to identify the most cost-effective, energy saving measures for each home. Examples include wall and attic insulation, caulking and weather-stripping, heating tune-ups and, where necessary and feasible, heating repairs.

How does this program help?

Benefits to household:

  • Increased comfort and quality of life.
  • Increased energy efficiency and reduced energy costs.
  • Reduced exposure to energy related health and safety conditions, particularly carbon monoxide poisoning.
  • Added financial independence and flexibility for spending on other essential items.

Benefits to the community:

  • Additional energy efficient, affordable homes that reduce cases of homelessness and lower the demand for public assistance.
  • Utilization of service providers within our communities to create jobs and support local business owners.
  • Improvement of air quality due to lower demand on electricity production, resulting in decreased pollution.

Who Qualifies?

The Weatherization Assistance Program provides services to households who are at or below 200% of poverty guidelines. Among those who qualify, priority is given to elderly residents, individuals with disabilities, and families with children under 6 years of age.

How do I apply?

Contact the Energy Assistance office to apply for Energy Assistance. If you are approved and are at or below 200% of poverty guidelines, you will be given the opportunity to apply for weatherization assistance. These are the items you are required to bring to your energy assistance appointment.

  1. Most recent electric bill
  2. Most recent gas bill
  3. Name and address of landlord, if applicable
  4. Social Security number for each individual living in the household
  5. Date of birth for each individual living in the household
  6. Proof of income including: Wages, TANF, Social Security, SSI Interest Child Support and/or Alimony, Cash from odd jobs.

You may provide as proof: check stubs, copies of SSI or Social Security checks (bank statements), award letters, employer statements, etc.

 I am writing to thank you for all that you have done for me this past summer.  Words cannot be said for all that these crews of men have done fo rme.  I am so appreciative.  Each group that came into my home was so friendly and they tried to explain to me all the work they would be doing and how they were going to do it -  each day.

I had my friend and neighbor come over to be with me as I cannot go up and down stairs very well.  These guys would explain to my neighbor what they were doing and she would relate the information to me.

They cleaned up after each job and were so friendly.  They worked in the heat in the attic area and second floor, and believe me, it was very warm.   My sincere thanks go out to all of them and I'll always be thankful to your office for all that was done here in my home.  I'm sure it will be a big help this winter.  I can already feel that there's not a draft at the bottom of my stairs.  I now know that people do care about us seniors who are on small incomes.  I'll be grate always, believe me.  The past few winters have been cold but now I think it will be better, thanks to your department and work that was done here.  My thanks, again to all of you there at the agency and also my th anks to Daisy.  God Bless,   Beverly H, West Haven          October 2014

 I just can’t  thank everyone enough at Community Action Agency.  You guys do an awesome job - I am blessed and grateful that I was accepted into the program.   I have a health problem and any help I get is appreciated.   The staff at CAANH are very understanding and compassionate -  they know they’re helping someone less fortunate, and I’m blessed to receive the help I got.  They did window and door weather stripping, blown in wall insulation, caulked around the house, and in the cellar they put in insulation around the rim joist to help keep the weather out .. they gave me light bulbs, and aerators for the sink, and a new shower head to save water and lower my energy bill … I even got a brand new refrigerator!   You don’t understand how thankful and happy I am.   Whenever I meet someone down there, everyone is friendly and so helpful.   I think you guys are not in a position where it’s easy, but you’ve made my life so much more enjoyable.  I’m thankful for the assistance you’ve given me.  You are helping so many, with such little resources ... and you’re doing a wonderful job.  You’ve done so much for me over the past couple of years and have gone above and beyond …  I’m very thankful for Community Action.  Timothy Petrillo ..West Haven, CT ..June 2014


I just had an energy audit done this morning by John  Anderson and Antoine McCray.  I just wanted to say the two gentlemen were extremely professional, extremely knowledgeable and I learned a lot from talking with them.  I want to let you know that I really appreciated the time they took to explain everything in terms I could understand.  It really was a pleasure having them here and they did a great job and should be commended for it.  I wanted to make you aware and because I was very impressed with the way things were handled by Caroline as well as the two gentlemen.  I appreciate all your help with this audit.  Thank you very much ..       Jonathan McGuire, East Haven, 2014

All to often in our society, no one thinks twice about calling up and complaining about something or someone.  But when someone does an outstanding job, those same people do not think to comment about the great service they received.  My purpose in writing to you today is to tell you about your two employees, Mike & Todd, who came ou to my in-law's house in Shelton to do an energy audit.  These two gentlemen did not just do a "good" job, but an outstanding, superb job and I feel you should be notified about it.   ...  Todd and Mike were very professional, knowledgeable, kind and thorough.  Everything they did was explained to my two elderly (90 year old) in-laws and to me as well.   ...  During the energy conservation audit, they discovered a gas leak outside on the gas meter.  I called Yankee Gas immediately & it was repaired right away.  If Todd & Mike had not found tht leak, I shudder to think what may have happened down the road.   ...  If it was not for the thoroughness of your audit, there could have been a very grave emergency/catastrophe down the road...  Again, thank you for your wonderful program, and for hirign excellent people like Todd and MIke to carry out the Agency's programs.  Elizabeth SJ, Shelton, 2014
